Driver's License Requirement
To operate an electric scooter in Korea, you must possess a valid Type 2 motorized bicycle license or an equivalent driver's license recognized in Korea.
Note for foreigners: Please verify whether your foreign driver's license or International Driving Permit is valid under Korean regulations. Operating without a valid license may result in significant fines.
How to Rent
Most shared electric scooter services (such as Swing, Beam, and Kickgoing) are operated via mobile applications.
- Download the respective service app.
- Register your valid driver's license and link a payment card.
- Scan the QR code on the scooter handle to unlock and begin your ride.
Driving & Safety Rules
- Road Usage: You must use designated bicycle paths where available. If no bicycle path exists, ride on the right edge of the road. Sidewalk (pedestrian) riding is strictly prohibited.
- Speed & Safety: Shared scooters have built-in speed limiters. You must comply with all local traffic laws.
- Safety Gear: Wearing a helmet is legally mandatory. Failure to wear one will result in a fine.
Safety & Parking Etiquette
In crowded areas like Hangang Park or tourist zones, pedestrian safety is the priority. Always exercise extra caution.
Proper parking is essential. Do not obstruct pedestrian paths. Unauthorized parking in areas such as crosswalks, bus stops, subway entrances, or tactile paving can lead to penalties or vehicle impoundment.
Driving under the influence is a serious criminal offense and may lead to license suspension or cancellation. Additionally, electric scooters are strictly for single occupancy; carrying passengers is prohibited.
Accident Prevention
Seoul’s roads often feature uneven surfaces or potholes. Due to the small wheel size of electric scooters, it is easy to lose balance. Always stay alert, keep your eyes on the path ahead, and ride at a safe, low speed.
